Visit of the Secretary-General of the PCA to Egypt

From 10 to 13 November 2025, the Secretary-General of the Permanent Court of Arbitration (PCA), Dr. Hab. Marcin Czepelak, accompanied by the Deputy Secretary-General and Principal Legal Counsel of the PCA, Mr. Martin Doe, undertook an official visit to the Arab Republic of Egypt.

The visit in Cairo started with a meeting between the Secretary-General and the Minister of Foreign Affairs of the Arab Republic of Egypt, H.E. Dr. Badr Abdelatty, joined by H.E. Ambassador Hatem Kamaleldin Abdelkader, Assistant Minister for International Legal Affairs and Treaties at the Ministry of Foreign Affairs.

Minister Abdelatty highlighted the strong partnership between Egypt and the PCA and noted Egypt’s readiness to continue supporting the Court in its mission of peacefully resolving international disputes. The Secretary-General conveyed his gratitude for Egypt’s support and emphasized the importance of continued cooperation in promoting the peaceful resolution of disputes.

On 11 November, the Secretary-General met with the Minister of Justice of the Arab Republic of Egypt, H.E. Dr. Adnan Al-Fangari. Their discussions focused on ways in which the PCA, drawing on its unparalleled expertise, can support the development of local and regional arbitration hubs. They also addressed the cooperation between international arbitration and the domestic judicial system.

On 12 November, the Secretary-General and the Deputy Secretary-General met in Cairo with the Prime Minister of of the Arab Republic of Egypt, H.E. Dr. Mustafa Madbouly.

The Prime Minister expressed Egypt’s deep appreciation for the PCA, the world’s oldest arbitral institution, and commended its crucial role in resolving international and commercial disputes. He underscored Egypt’s commitment to supporting the PCA’s mission and reaffirmed the country’s strong belief in arbitration as a means of promoting peace, investment, and legal stability.

The Secretary-General thanked Egypt for its longstanding support and recognized the country’s important role in advancing peaceful dispute resolution in the region. He further expressed the PCA’s commitment to strengthening its cooperation with Egypt.
