PCA bids farewell to Senior Legal Counsel Judith Levine, who served for over a decade during a period of growth and modernisation of the institution

The PCA has said farewell to Senior Legal Counsel Judith Levine, who served for over a decade throughout a period of growth and modernisation of the institution.  Judith will pursue a career as an independent arbitrator, based in Sydney, Australia.

During her time at the PCA, Judith was active throughout the PCA as the organization’s case load multiplied.  She served as Registrar or Tribunal Secretary to the tribunals in the Abyei Arbitration, the Atlanto-Scandian Herring arbitration, the South China Sea Arbitration, the Yukos arbitrations, and the Bangladesh Accord arbitrations, as well as many investment arbitrations.  Judith also led PCA delegations to UN climate talks and served as PCA representative in Mauritius from 2011 to 2012.

Prior to joining the PCA in 2008, Judith Levine was an attorney in the arbitration group of White & Case LLP for five years in the New York office. She also spent a year at the International Court of Justice, and worked as an adviser to the Australian Attorney-General and a judge’s associate at the High Court of Australia.  She is a graduate of the University of New South Wales and New York University.

At a reception held in her honour at the time of her relocation to Australia, Deputy Secretary-General Brooks Daly said: “Judith’s professionalism and dedication have been an essential part of the PCA’s success in meeting the needs of the world’s most complex arbitral proceedings.  She has been a sought-after resource for parties and tribunals and a trusted colleague and friend.”

Senior Legal Counsel Martin Doe remarked that: “Beyond her work on some of the highest profile cases to come through the PCA and her work championing new horizons of international dispute resolution such as climate change and business and human rights, she has also been a role model and mentor for many colleagues.”

The PCA wishes Judith the best of luck with her next endeavour as an independent arbitrator.
