207th Administrative Council Meeting on 4 July 2022

The PCA is pleased to announce that the 207th Administrative Council will be held on 4 July 2022 at 3 p.m. at its headquarters at the Peace Palace in The Hague. During the meeting, which was called by the Acting President of the Administrative Council, the Secretary-General, Mr. Marcin Czepelak, will present his assessment of the situation of the Court one month after his assumption of office, reflect on opportunities and challenges, and update the members of the Administrative Council on the PCA’s activities.

The Administrative Council is comprised by Contracting Parties’ diplomatic representatives accredited to The Netherlands. The body, in consultation with the Secretary-General, shapes the policy of the organization. It provides general guidance on the work of the PCA, and supervises its administration, budget and expenditure. The Council operates under the Rules of Procedure of the Administrative Council of the Permanent Court of Arbitration.

The Secretary-General is the head of the PCA’s International Bureau. The Secretary-General also represents the PCA externally, including in international settings. In addition, the PCA Secretary-General fulfils functions vested in the Secretary-General under the UNCITRAL Arbitration Rules and various national laws pertaining to arbitration. The PCA Secretary-General has been designated as appointing authority in numerous international treaties and contracts and may be called upon to act in that capacity by ad hoc agreement of the disputing parties.

Mr. Marcin Czepelak took office as Secretary-General of the PCA on 1 June 2022. He was elected for a five-year term by the Administrative Council on 14 February 2022.
