Publication of the Permanent Court of Arbitration's 2025 Annual Report
The Permanent Court of Arbitration (the “PCA”) is proud to announce the publication of its 2025 Annual Report.
In 2025, the PCA administered 251 cases, including 53 newly initiated proceedings—demonstrating its continued relevance and adaptability in a rapidly evolving legal landscape.

A particularly meaningful milestone in 2025 was the accession of the Republic of Armenia, the Republic of Moldova and the Republic of Indonesia as the PCA’s 125th, 126th and 127th Contracting Parties. Their membership reflects both the international community’s confidence in the PCA’s mission and services, and its commitment to the peaceful resolution of disputes through arbitration.
In addition, through the entry into force of the PCA’s Host Country Agreements with the Federative Republic of Brazil and the Republic of Ecuador, and the conclusion of two new Host Country Agreements with the Kingdom of Bahrain and the Republic of Colombia, the PCA further expanded its capacity to readily hold hearings and meetings around the globe, in keeping with its mission to be accessible “to all” and “at all times”.

In the course of 2025, the PCA’s International Bureau provided registry services in 251 cases, 53 of which were initiated that year, making it the second-highest of the last five years (2021–2025).

The cases administered over the course of 2025 involved parties from over 119 States. In these cases, at least one of the disputing parties came from each of the United Nations Regional Groups in the proportions shown below.

Additionally, the PCA received 46 requests relating to its appointing authority services.
