PCA Host Country Agreement with Argentina enters into force
On August 23, 2013, H.E. Héctor Horacio Salvador, Ambassador of the Argentine Republic in the Kingdom of the Netherlands, accompanied by the Minister Luis Pablo María Beltramino, visited the Permanent Court of Arbitration (PCA) to deliver a document confirming that all the internal legal and administrative requirements necessary for the entry into force of the Host Country Agreement (HCA) between the Government of the Argentine Republic and the PCA, signed on May 12, 2009, have been fulfilled. Therefore, pursuant to the provisions of its Article 15, the HCA shall enter into force on September 21, 2013.

PCA Investor-State Hearing in Hong Kong
The Permanent Court of Arbitration (PCA) has concluded a one-week hearing in an arbitration between a foreign investor and an Asian State at the premises of the Hong Kong International Arbitration Centre (HKIAC). The hearing marks the first occasion for the PCA to invoke a 2010 cooperation agreement with the HKIAC.

Review Panel issues ruling in first ever proceedings under South Pacific Ocean Fisheries Convention
On 5 July 2013, a Review Panel established under the Convention for the Conservation and Management of High Seas Fishery Resources in the South Pacific Ocean (entry into force on 24 August 2012) ("Convention") issued its Findings and Recommendations on the Russian Federation’s objection to the Conservation and Management Measure for Trachurus murphyi (Chilean jack mackerel) for 2013 adopted by the Commission established under the Convention.

On July 2, 2013, at its 187th Meeting, the Administrative Council of the Permanent Court of Arbitration approved the appointment of L. Yves Fortier, CC OQ QC, to the Board of Trustees of the PCA’s Financial Assistance Fund for Settlement of International Disputes for a renewable term of four years.
